Ad Targeting

Targeting decides who sees a YouTube ad, and the modern reality is that audience signals do most of the work while privacy rules increasingly constrain what you can target on. Building a campaign on a restricted signal gets it disapproved, so the limits matter as much as the options. This pairs with Ad Bidding and Budget and the campaign wrappers in Ad Campaign Types.

Audience segments

Google Ads offers several segment types:

  • Affinity: long-term interests and habits.
  • In-market: recent purchase intent.
  • Life events: milestones like moving or graduating.
  • Detailed demographics: durable life facts.
  • Custom segments: built from keywords, URLs, and apps.
  • Your-data segments (formerly remarketing, including Customer Match): people who already interacted with the business.

Privacy and restricted targeting

Google never uses sensitive information such as health, race, religion, or sexual orientation to tailor ads. Advertisers in sensitive interest categories cannot use advertiser-curated audiences, which prevents inadvertent sensitive-interest targeting. A 2025-12-12 policy update expanded Custom Segments for Display, broadening access for previously restricted health, finance, and regulated advertisers.

In the EU and EEA, Google’s EU User Consent Policy requires consent collected through a consent-management platform, and the Digital Services Act bans targeting on sensitive data such as political views, religion, sexual orientation, and ethnicity. Made-for-kids targeting

On content set as made for kids, YouTube serves no personalized ads, only contextual ads based on the video, as required by COPPA. This caps targeting and usually lowers revenue; see Made for Kids and COPPA.

How to apply

  • Start from your-data and in-market segments for performance, affinity and demographics for reach.
  • Confirm your industry is not in a restricted category before building audiences.
